Betty was born May 5, 1933, to Eldon and Isabelle Annear. The family moved to Lohrville, Iowa in 1944, where she graduated as valedictorian of her class. She attended the American Institute of Business in Des Moines, Iowa after graduation. She operated a general store in Adaza, Iowa in 1953.
On August 28, 1954, she married Thomas Mulvihill of Knoxville, Iowa. Three children were born to this union.
In 1975 she began working for the City of Johnston, Iowa where she served as City Clerk or Finance Director until retirement in 1993.
She was preceded in death by her parents; her first husband, Thomas Mulvihill in 2003; and brother, Alvin Annear. She is survived by her 2nd husband, Tommy Whitmer of Scroggins; son, Joseph Thomas Mulvihill and wife Sherri of Blue Ridge; daughters, Jane Anne Brommel and husband Alan of Norwalk, IA., Catherine Ann Henderson and husband John of Minburn, IA; her sister, Evelyn DeWald of Churchdan, IA; five grandchildren, Adam Brommel, Andy Brommel, John Thomas Henderson, Karen Henderson, Elizabeth Mulvihill; three great-grandchildren, Olivia Jane Brommel, Lochlan Daniel Brommel, and Ada Mae Brommel.
She was a member of the Iowa Municipal Finance Officers Association, where she served on the Board of Directors for eight years. She also served as Secretary of the Mid-Iowa Association of Local Governments for ten years. She served as treasurer on the Board of Directors of the Rathburn Northshore Corporation for approximately 10 years. She was a Sunday School teacher at the United Methodist Church in DeSoto, Iowa. She has been a member of the Central Christian Church since moving to Texas in 1999. She was re-married to Tommy R. Whitmer on December 22, 2005 at Central Christian Church in Winnsboro.
