Jack Oliver Kemp

Jack Oliver Kemp, born December 28, 1948, in Sugar Land, Texas, to Taylor D. Kemp Jr. and Frances Oliver Kemp, passed away peacefully, leaving behind a legacy of service, dedication, and love for his community.

Jack was a proud graduate of Sweeny Independent School District, where he attended all 12 years. As a young boy, Jack was passionate about playing cowboy and Indians, always taking the role of the hero. His love for horses and football shaped his childhood, and in 1966, during his senior year, Jack’s team, the Sweeny Bulldogs, clinched the State Championship. He was named All-State and All-District in football and was also a member of the National Honor Society.

After high school, Jack continued his education and football career at Texas A&M. After an injury cut his athletic career short and then a brief period working in the oil field, Jack discovered his true calling in life. He was inspired by the selfless dedication of a police officer, which led him to pursue a career in law enforcement. He went on to work for the Brazoria County Sheriff’s Department and the Wharton Police Department in Wharton, Texas. Jack’s dedication to law enforcement culminated in his graduation from the prestigious FBI National Academy at Quantico, Virginia, in June 1979, where he was part of the 117th session.

In 1979, Jack was appointed Chief of Police in Wharton, Texas, a position he held with honor for over 10 years. Upon retiring, Jack had 2o plus years as a police officer. After his retirement, Jack fulfilled a childhood dream by becoming a cowboy and hunting guide on the Pierce Ranch in Pierce, Texas.

On October 26, 1980, Jack met Neta Lester, and the two were married on January 3, 1981. After Jack retired from law enforcement, they moved to Scroggins, Texas, in June 1990, where they raised chickens for Pilgrim’s Pride until 2013.

Jack was a dedicated member of Pine Street Baptist Church for more than 20 years. He was an example to all on how to be a better person and how to live for God.

Jack’s life was dedicated to public service. He served as a director for the Winnsboro Ag Boosters and Wood County Jr. Livestock, earning the affectionate nickname "Uncle Jack" from many. He also served as a director for the Cypress Springs Special Utility in Mount Vernon, Texas.

Jack was preceded in death by both of his parents. He is survived by his loving wife of 44 years, Neta Kemp; his son, Isaac David Kemp; his cousin, Michelle Kemp Bailey; and a host of friends who will remember him for his kindness, leadership, and unwavering commitment to his community.

Jack will be deeply missed, but his legacy of service, love, and dedication will live on in all who knew him.
